Transparency in revenue admin: J&K implements recommendations of high-level committee

Panel suggests regular monitoring, simplification of records

Srinagar: The J&K (UT) government has come up with a slew of measures to ensure transparency in revenue records and accountability in field functionaries of Revenue department.

According to wire service—Kashmir News Observer (KNO), the government has implemented several recommendations of a high-level committee which was constituted last year to suggest measures for transparency in revenue administration of J&K.

In its recommendations, the committee suggested regular monitoring of field functionaries by higher-ups including divisional commissioners and deputy commissioners, simplification of revenue records and printing of revenue registers through government press with proper numbering and bar-coding.

Official documents in possession of KNO reveal that government set-up a high-level committee on August 8, 2018 for bringing transparency and efficiency in functioning of the Revenue administration.

In its report submitted to government on March 22, 2019, the committee suggested several measures to bring transparency in the revenue administration.

After examining the report, the General Administration Department on October 3, 2019 wrote to the Revenue department to consider the actionable suggestions made by the committee.

Subsequently, the Revenue Department directed the Financial Commissioner Revenue for immediate appropriate action as advised by GAD.

As per KNO, after getting instructions, the FC Revenue issued several instructions to officers for bringing institutional transparency/accountability in revenue administration.

According to directives issued by the FC Revenue on October 24, the divisional commissioners, deputy commissioners and Commissioner Survey, Land Records and Commissioners Survey and Land Records, and Regional Directors Survey and Land Records will constantly review and monitor working of field staff.

He has also directed that various revenue registers including mutation registers, Jamabandi (RoR) registers and Khasra Girdawari registers shall be printed centrally through the Ranbir Government Press with proper numbering and bar-coding to standardize the revenue exacts and to curb the frauds in their issuance.

“The title of the revenue registers in Urdu shall contain with translation in English language as a subscript in a smaller font. The deputy commissioners will assess their annual requirement and forward to the Regional Director, Survey and Land Records, Srinagar/Jammu, as the case may be, as per already laid down procedure by end of December each year, enabling the Government Press to make available the supplies by coming March,” the directive reads.

According to the letter, the field functionaries shall maintain the revenue records in simplified manner by recording the quantities and numerals of land in the Revenue Registers in standard Indo- Arabic numerals to make revenue extracts readable to a common man. (KNO)
