Says non-implementation of guest control order made Govt a joke
KUPWARA: Expressing displeasure over keeping bureaucracy engaged with the visits of ministers, AIP Supremo and MLA Langate Er. Rasheed has said that the practice has hampered work culture and governance in the entire state.
While addressing public gatherings at Supernaghama Langate and Rawathpora Kupwara today Er. Rasheed said, “It is unfortunate that ministers have been keeping administration hostage in the name of tours, review meetings and other issues”.
He said, “Since the system works on principals of division of labour, as such absence of even one official in a particular office makes the whole work at halt. Neither day to day grievances and issues of masses nor the long pending disputes and files do get any proper and time bound redressal in the offices”.
He added that the practice has shaken faith of people in the system and in majority of the issues people often express displeasure not for the reason that paying bribe has been informally legalized by the society as a whole but for the fact that even paying bribe doesn’t resolve the genuine problems.
Er. Rasheed appealed CM to introspect and revisit the ongoing futile but expensive traditions which most of the politicians and bureaucrats get indulged not only to be seen as VIP’s, but also for being under the perception that they are beyond accountability and introspection.
Er. Rasheed also reminded CAPD Minister Chowdhary Zulfkar of his guest control order and said that the huge shameful expenditures during social functions like marriages etc. has blasted the credibility of the guest control order.
Er. Rasheed said, “Though masses need to change at individual levels and as a society but when everyday politicians, bureaucrats and police officers are seen enjoying expensive Wazwans in grand functions, Govt. losses the moral right of asking people to implement guest control order”..
