UT’s top court’s CCR is 76 %, subordinate courts is 92 %

Srinagar : The case clearance rate of Jammu & Kashmir’s subordinate courts is 16 percent more than its High Court, reads a report tabled in the Parliament on Friday.
These disclosures have been made in one of the reports presented in the Lok Sabha by department-related parliamentary standing committee on Personnel, Public Grievances and Law and Justice.
According to the report, the case clearance rate of J&K High Court stood at 76.20 per cent for the period between 2017 to 2019. In the same period, the CCR of J&K Subordinate Court was 92. 60 percent, the report lays bare.
The CCR is defined as the number of cases cleared in a year measured against the cases filed that year. The Economic Survey 2018-19 defines Case Clearance Rate (CCR) “as the ratio of the number of cases disposed of in a given year to the number of cases instituted in that year.”
According to the news agency—Kashmir News Observer (KNO), the information was collected by the Department of Justice after it wrote to the Registrar Generals of High Courts vide DO letter dated 30.4.2020 to provide information on the case clearance rate of the High Courts and District and Subordinate Courts.
In the report, the committee said it feels that CCR data needs to be periodically collected and integrated with the National Judicial Data Grid (NJDG) as it will maintain transparency and ensure judicial accountability.
“The Committee appreciates the Department for furnishing Case Clearance Rate (CCR) data of some High Courts and Subordinate Courts. The Committee desires that CCR data of remaining High Courts and Subordinate Courts may be collated and furnished for its consideration,” reads the report—(KNO)
