SRINAGAR : National vice President BJP youth wing, Er Aijaz Hussain today said that most surprisingly after transfer of Sajad Bazaz 20 days back , Big forces behind the curtain played mysterious role not only to bring him back to Kashmir but he has been promoted as chief of communication and knowledge Department JK bank which makes him more powerful than chairman.
He wrote on social media, “Now Sajad Bazaz is a big political figure in Kashmir having mysterious forces behind him. Recruitment scandal has been shelved, Kerala Aid in the name of publicity funds kept under the carpet, Media and publicity Aid given to Kiths and Kins kept under blanket, and above all the wine parties thrown in the name of publicity and promotion remains unaccounted”.
He further added now “we don’t know should we get all the information under RTI applied by Honorable Governor on JK bank or My comment against Sajad Bazaz will be treated as a big crime”. He further wrote on Facebook “My post may be treated as RTI application to be answered by those big crocodiles who are fishing the blood of common Kashmiri”.
“However, most employees who continued in the same post for more than 10 years had created a comfort zone for themselves in JK Bank”.
Meanwhile in 2016 state government modifies J&K business rules, transfer policy in which one major area in the administrative structure of our state is that of periodical transfers and postings of officials of all ranks. Transfers are part of service and the Government has full powers and authority to order transfer of its employees. For efficient and effective administration transfers are a necessary part of a Government employee.
However, it should be made clear that no officer has authority of arbitrarily ordering transfer of a functionary. There are some rules that need to be followed. For example, the existing rules say that no transfers will be ordered before completion of tenure of at least two years at one place of posting. There can be exceptions to the rule like emergency transfer in case of medical problem or family problem etc. which the immediate officers have to ascertain.
Many Government functionaries complain that in some cases transfers are ordered either before the minimum period of two years at the place of posting or no transfer is ordered for more than a decade of posting at one place. This is the fall out of nepotism and favouritism. Not only that even in some cases in the engineering segment incumbents do not honour transfer order and no action is taken against them.
It is generally believed that there is much nepotism and favouritism in making postings of Government functionaries. Those who have political clout or are the relatives and associates of political bigwigs get plum postings which bring them so many facilities and comforts while others languish at inconvenient places for years at end.
JK bank is in news for wrong reason for last two months carrying out recruitments has put the institution in the dock amid fresh allegations that an entire list of 582 selected candidates was “changed” to pave way for the appointment of relatives of politicians and their workers.
He said that the bank is hub of corruption and nepotism and alleged that the beneficiaries of theses scams are trying every means to save the culprits in J&K bank. “All the posts from peons to PO to managers have been sold off to ineligible candidates on account of pecuniary gains and political mileages ” Aijaz added.
“Many candidates have been selected on the basis of recommendations made by political leaders in their favour. Merit has become a casualty. Region, constituency, favoritism, nepotism, cheating and fraud have trumped necessary qualifications” he added. (PTK)
