Matric pass appointed BDOs in RDD, vigilance probe sought

SRINAGAR: Jammu and Kashmir VLW/ MPWs Association on Wednesday demanded an inquiry by vigilance department into the Rural Development Department’s “brazen violation” in appointing BDOs in the state.

“As per SRO-178, dated 9 May 2007, Rural Development Department, is required to appoint 20 per cent Graduate, 5 per cent postgraduate to the post of Panchayat Inspectors,” Mohammad Akbar Rather, Association’s President said.

He said that in the department, the authorities have brazenly violated the rules and so far have given preferences to those employees who have the only qualification of matric pass for the post of Panchayat Inspectors. “Later the same inspectors are being promoted as BDOs,” he said.

Under Notification of 9 May 2007 Service Rule (CSR)- 178, Post Graduate and Graduate employees are the deserving candidates for the post of BDOs but they have been ignored, he said. The post-graduates and gradate employees have not been promoted since last two decades. “It is a sheer discrimination against highly qualified candidates”

He said that the Post Graduate and Graduate Association, VLW/ MPWs Association J&K many times approached with the concerned authorities but to no avail.

“We approached Commissioner Secretary, Minister concerned, Director, a representation was also made to CM and Governor no concrete step has been ever taken,” he said.

Under SRO-285, dated 1 September 2003, Inspector Ist Grade– above graduation is eligible for the BDO post, he said.

He said blue eyed persons who have no qualification as per the criteria, have managed to get the post of BDO at many areas by “giving hefty sum in bribe”

He said that a number of BDOs who are presently posted in the department are matric pass. (GNS)
