Coaching centers continues to operate without registration in Valley

SRINAGAR: Coaching institutes without necessary registrations continue to flourish in different parts of Kashmir valley like, Ganderbal, Pulwama, Bandipora, Sopore, Anantnag Kupwara.

Pertinently only 102 tuition centers are allowed to operate tuition coaching in Kashmir. Sources said that these tuition centres not complete their registration still they operate tuition centres in Kashmir.

As per the order of director school education all tutorial and coaching institutes in the state were asked to register themselves but from these districts tuition not follow rules and regulation of Government.

The decision regarding the registration of private tuition/coaching centres governed by the J&K Regulation of Private Tuition Centres Rules of 2010 was taken after the Minister for Education, Syed Mohammad Altaf Bukhari, in the Legislative Assembly on January 23, emphasised the need to have a firm control over private schools/tuition/ coaching centres charging exorbitant fees.

The government had warned that if the private institutes fail to fulfill the requisite registration criteria in the given time, action would be taken against them, but government failed to take action against these tuition centers in Kashmir.

On December 13, 2017, the state High Court had issued directions to the Director, School Education, Jammu and Kashmir to furnish the list of the private coaching centres operating in their respective divisions. The court further directed the Divisional Commissioners to constitute a team of two officers in their respective provinces, who will inspect the coaching centres and submit their detailed report as to whether all the facilities are being provided to the students or not.

However so far either government or director school education both failed to monitor the tuition centre, as well as to check these tuition centres.

Sources said that the government has been issuing public notices every year to all the coaching institutions, asking them to get registered. Adding that so far they are not in mood to follow the order as they some tuition centres owner belong from political families. “This means that a majority of institutes continue to run their business using shoddy means”, they added.

Sources said that there are various coaching institutions in these districts who function out of small dingy rooms without ventilation and sanitation. Since there is no regulation to control them, many institutions don’t even have qualified teachers.

However sources further claimed that poor implementation by the state government has led to expansion of the coaching centers in Kashmir valley.

Sources added that the government has clearly failed to implement its own rules. It is unfortunate that despite having regulations in place, the coaching centres in the city runs without regulations. (PTK)
